Are there fees for incoming messages from WhatsApp?

fees may apply for incoming and outgoing messages on WhatsApp. You are not charged for the first 1,000 incoming conversations each month. However, if the 1,000 free conversations are exhausted and the customer contacts you without clicking the designated button on WhatsApp, you will be charged for the first message that the customer sends to you. After that, you can respond for free within 24 hours.

Can I use the normal WhatsApp app to reply?

WhatsApp app cannot be used to reply. You can only reply to conversations through the extrabot panel. The platforms that give you the ability to use WhatsApp are unofficial and you may be banned when using them
